This bill directs the Department of Public Safety's Office of the State Fire Marshal to create a comprehensive inventory of aqueous film-forming foam (AFFF) concentrate in Maine. The office will conduct two separate programs: first, a one-year program starting no later than November 1, 2025, to collect information from public entities possessing 5 gallons or more of AFFF concentrate, with public entities required to respond to information requests within the office's determined timeline. Second, a two-year program will solicit similar information from private entities with 5 gallons or more of AFFF concentrate. The resulting inventory will be a public record and will be published on the office's website. By January 1, 2028, the office must submit the inventory to legislative committees overseeing environmental and public safety matters, who may subsequently propose related legislation. To support this effort, the State Controller will transfer funds from the Maine Solid Waste Management Fund to the General Fund to cover the costs of a limited-period Office Assistant II position, with allocations of $85,732 in 2025-26 and $86,378 in 2026-27. The bill aims to create a comprehensive understanding of AFFF concentrate holdings across Maine's public and private sectors.
