This bill establishes a legal framework for Kei vehicles (small Japanese-style vehicles) in Colorado, defining them as vehicles with engines of 1000cc or less or electric motors up to 56,000 watts, measuring 67 inches wide or less and 140 inches long or less, with four or more tires, an enclosed passenger cab, and meeting specific age or import requirements. The bill restricts Kei vehicles from driving on roadways with speed limits over 55 miles per hour (except when crossing at intersections) and prohibits them from limited-access highways, with violations classified as a Class B traffic infraction. The legislation also modifies various state statutes to incorporate Kei vehicles into existing vehicle classifications, adjusts emissions testing requirements specifically for these vehicles, and provides liability protections for dealers selling Kei road and off-road vehicles that do not meet U.S. federal safety standards. Importantly, the bill does not take effect until July 1, 2027, and applies to applications and offenses from January 1, 2028 onward, giving stakeholders ample time to prepare for the new regulations.
