Bill Summary

Under this bill, no state agency and no local governmental unit may restrict 1) the use or sale of a motor vehicle on the basis of the energy source used to power the motor vehicle, including use for propulsion or use for powering other functions of the motor vehicle, or 2) the use or sale of any other device on the basis of the energy source that is used to power the device or that is consumed by the device.

AI Summary

This bill prohibits state agencies and local government units in Wisconsin from restricting the use or sale of motor vehicles or other devices based on their energy source. Specifically, the bill prevents government entities from imposing limitations on motor vehicles powered by different energy sources (such as electric, gasoline, hydrogen, etc.), whether those energy sources are used for propulsion or for powering other vehicle functions. The bill also extends this prohibition to other devices, defining a device as being powered by an energy source if any significant function of the device uses or consumes that energy source. An important caveat is that these restrictions do not apply to policies related to government agencies' own vehicle purchases. The bill amends existing statutes by changing the title of section 20.931 from "Prohibited boycotts" to "Prohibited governmental actions" and adds new definitions and provisions to clarify the scope of these restrictions. This legislation appears aimed at preventing potential government-imposed limitations on specific types of energy technologies or vehicle types.
