Bill Summary

Under this bill, no state agency and no local governmental unit may restrict 1) the use or sale of a motor vehicle on the basis of the energy source used to power the motor vehicle, including use for propulsion or use for powering other functions of the motor vehicle, or 2) the use or sale of any other device on the basis of the energy source that is used to power the device or that is consumed by the device.

AI Summary

This bill prohibits state agencies and local government units in Wisconsin from restricting the use or sale of motor vehicles or other devices based on their energy source. Specifically, the bill prevents governmental entities from limiting motor vehicle sales or usage because of the type of energy used for propulsion or other vehicle functions, while also exempting government agencies' own vehicle purchasing policies. The bill defines a motor vehicle as a self-propelled device designed to transport persons or property, and it broadly covers restrictions on any device where a significant function relies on or consumes a particular energy source. By amending section 20.931 of the statutes, the legislation changes the title from "Prohibited boycotts" to "Prohibited governmental actions" and creates new provisions that effectively prevent local and state governments from discriminating against certain types of energy technologies or vehicles, which could be seen as protecting consumer choice and preventing potential barriers to emerging energy technologies.
