This bill modifies existing Maine law regarding vehicle registration for disabled veterans by expanding the number of vehicles that can receive special free license plates from one to three, while implementing a new municipal reimbursement mechanism. Previously, a 100% disabled veteran could receive special "Disabled Veteran" license plates for only one vehicle without paying annual registration fees, but now they can receive such plates for up to three vehicles. The bill requires municipalities to annually report to the Secretary of State the number of registration certificates issued under this provision, which will then be used to calculate the amount of excise tax revenue lost. The State Controller will then transfer funds to each municipality to fully reimburse them for the lost excise tax revenue. This change aims to provide additional flexibility for disabled veterans while ensuring that municipalities do not suffer financial losses from the tax exemption. The special plates will continue to be issued upon application and certification of the veteran's 100% service-connected disability, and they will still be issued at no cost to the veteran.
