Specifically, it bans surgeries that sterilize or alter a minor's body to align with a sex different from their biological sex, such as mastectomies or genital surgeries, and prohibits the administration of puberty-blocking drugs or supraphysiologic doses of hormones for gender transition purposes. The bill includes exceptions for minors born with medically verifiable genetic disorders of sex development, for treating complications arising from prior gender transition procedures, or for life-saving surgeries to prevent imminent death or major bodily function impairment. It also establishes procedures for investigating and revoking the licenses of healthcare providers who violate these prohibitions, with a delayed effective date of seven months after publication to allow for the safe discontinuation of treatments for any minors currently undergoing such care.
