This bill creates the Commission to Improve the Oversight of the Long-term Care System, a nine-member group designed to comprehensively study and improve Maine's long-term care facilities and industry. The commission will include representatives from the Senate, House of Representatives, long-term care ombudsman program, memory care industry, private nonmedical institutions, nursing homes, elder advocacy, and two public members with family in long-term care facilities. The commission is required to meet monthly at least six times and will focus on studying the state's inspection systems for long-term care facilities, exploring ways to simplify governing laws and rules, examining best practices from other states, reviewing previous recommendations on long-term care workforce issues, and developing strategies for creating more effective long-term care institutions. The Office of Policy and Legal Analysis and the Office of Program Evaluation and Government Accountability will provide staffing support, and by March 1, 2026, the commission must submit a detailed report with findings and recommendations to the Joint Standing Committee on Health and Human Services, which may then propose legislation based on those findings for the 132nd Legislature's Second Regular Session.
