This bill creates a working group on the status of school and public libraries in Maine, comprised of 15 members representing various library associations, educational organizations, and government agencies. The State Librarian will chair the group and convene the first meeting within 45 days of the resolve's effective date. They will investigate areas such as library partnerships, resources, facilities, technology, staffing, and community needs, while soliciting input from the general public. The group is authorized to assess current partnerships, study library holdings, evaluate facility accessibility and technological resources, and examine staffing levels. By November 1, 2027, the State Librarian must submit a comprehensive report to the legislative committee on education and cultural affairs, which will include detailed findings, recommendations for updating statutes and governance structures, and suggestions for library funding. The bill allocates $9,000 in general fund money for fiscal years 2025-26 and 2026-27 to cover the costs of an outside facilitator and member mileage reimbursement.
