This bill directs the Office of Procurement Services to conduct a comprehensive study on how the state's procurement process can be adapted to align with Maine's climate action plan. Specifically, the office will survey requests for proposals from the past three fiscal years to assess the potential for considering climate change impacts in procurement decisions. The study will include an analysis of the volume of procurements that could potentially factor in climate considerations, determine how agencies have already adapted their procurement processes to the climate action plan, review missed opportunities for reducing greenhouse gas emissions, and identify potential issues in the current procurement system. By December 3, 2025, the office must submit a report to the Joint Standing Committee on State and Local Government, which will include recommendations for changing procurement laws to better prioritize climate action goals. The study will exclude procurements related to energy or transmission infrastructure conducted by the Public Utilities Commission, ensuring a focused approach to other types of state purchasing.
