This bill creates a new section of Wisconsin statutes to regulate online credit card contributions made by third-party groups to political committees or conduits. Specifically, it requires these groups, when accepting money via the internet using a credit or debit card, to obtain a billing address located in the United States, unless the contributor is a U.S. citizen living abroad, in which case the group must obtain the contributor's U.S. voter registration mailing address. The bill also mandates that these groups must require and verify the credit or debit card's verification value or code and confirm that the associated billing address is in the United States. Failure to comply with these requirements will result in a penalty equal to the total amount of the non-compliant contributions.
