This bill provides an increase in general purpose revenue to the Department of Children and Families to support the Family Foundations home visitation program. Under current law, DCF distributes grants for the prevention of child abuse and neglect under a program commonly referred to as “Family Foundations.” Under the Family Foundations program, certain entities are eligible for grants to provide home visitation services for parents who are eligible for Medical Assistance and who are assessed to be at risk of poor birth outcomes or of abusing or neglecting their child.
