Bill Summary

This bill provides an increase in general purpose revenue to the Department of Children and Families to support the Family Foundations home visitation program. Under current law, DCF distributes grants for the prevention of child abuse and neglect under a program commonly referred to as “Family Foundations.” Under the Family Foundations program, certain entities are eligible for grants to provide home visitation services for parents who are eligible for Medical Assistance and who are assessed to be at risk of poor birth outcomes or of abusing or neglecting their child. For further information see the state fiscal estimate, which will be printed as an appendix to this bill.

AI Summary

This bill increases general purpose revenue funding for the Department of Children and Families (DCF) by $1,200,000 in fiscal year 2026-27 to support the Family Foundations home visitation program. The program provides grants to eligible entities to offer home visitation services to parents who are enrolled in Medical Assistance and have been assessed as at risk of poor birth outcomes or child abuse and neglect. By increasing the funding, the bill aims to enhance support for vulnerable families through targeted home visitation services that can help prevent child abuse, promote child health and development, and provide early intervention and support for at-risk parents.
