Bill Summary

Under current law, the Department of Children and Families administers temporary wage subsidy programs for individuals who meet all of the following qualifications: 1) are at least 18 years old and, if over 25 years old, are the parent or primary relative caregiver of a child under the age of 18; 2) have a household income below 150 percent of the poverty line; 3) have been unemployed for at least four weeks; 4) are ineligible to receive unemployment insurance benefits; 5) are not participating in a Wisconsin Works employment position; and 6) satisfy applicable substance abuse screening, testing, and treatment requirements. This bill modifies the qualifications for participating in the programs by removing the requirement that the individual has been unemployed for at least four weeks and by specifying that anyone who is ineligible for unemployment benefits, regardless of whether they have filed for those benefits, may participate. For further information see the state fiscal estimate, which will be printed as an appendix to this bill. LRB-5549/1 EHS:skw 2025 - 2026 Legislature SENATE BILL 767

AI Summary

This bill modifies the eligibility requirements for the Transform Milwaukee Jobs and Transitional Jobs programs, which are temporary wage subsidy programs administered by the Department of Children and Families. Currently, participants must meet several criteria, including being unemployed for at least four weeks. The bill removes this four-week unemployment requirement, making it easier for individuals to qualify for the program. Additionally, the bill changes the language around unemployment insurance benefits, specifying that individuals who have not filed for unemployment benefits or have filed but are not eligible can participate in the program. The other existing qualifications remain the same, such as being at least 18 years old, having a household income below 150 percent of the poverty line, not participating in Wisconsin Works, and meeting substance abuse screening requirements. These changes are designed to expand access to temporary wage subsidies and provide more flexibility for job seekers who are seeking employment assistance.
