This bill modifies the Colorado Agricultural Future Loan Program to expand the types of entities eligible to receive funding. Previously, only certain certified entities could receive loans, but this bill introduces a new category called "eligible entity." An eligible entity can be one that is certified by the Division of Conservation, or it can be a district involved in water activities, an irrigation district, or a ditch and reservoir company that also has a letter of support from a Division of Conservation-certified entity. The bill also directs the Commissioner of Agriculture to create rules that prioritize loans for these eligible entities when they apply to purchase and preserve farmland, with the goal of transferring ownership of that land to qualified farmers or ranchers who can also get a loan from the program.
