This bill, titled "Alyssa's Youth Concussion and Mental Health Protection Act" or "Alyssa's Act," mandates that all public and private middle, junior high, and high schools, as well as private clubs, public recreation facilities, and athletic leagues that sponsor youth athletic activities, require their coaches to complete a mental health education course every two years. This training must cover topics such as a coach's impact on a youth athlete's mental health, a wellness framework for young athletes, stress, anxiety disorders, depression, trauma, substance abuse, and suicide prevention, and can be combined with existing concussion education. Furthermore, if a youth athlete is removed from play due to a suspected concussion, the coach or designated personnel must inform the athlete's parents or legal guardian and advise them to seek evaluation from a licensed healthcare provider for potential physical, cognitive, or psychological symptoms associated with the concussion. The bill also clarifies that this legislation does not alter existing protections for public entities, employees, volunteers, or ski area operators under various Colorado laws, and coaches acting in good faith to comply with the act are protected from civil liability unless their actions constitute gross negligence or willful misconduct.
