This bill mandates that by July 1, 2030, every school district, charter school, and nonpublic school in Colorado must install at least one exterior key box that meets Underwriters Laboratories Standard 1037 on each school building. This key box, to be placed in a location agreed upon with local law enforcement agencies, must contain keys and access devices for all buildings and rooms on school grounds, along with detailed maps of the school grounds identifying access points, critical utilities, emergency response aids like AEDs and trauma kits, and surrounding areas. The bill defines "local education provider" broadly to include school districts, the State Charter School Institute for its authorized charter schools, and nonpublic schools, and clarifies that "school" refers to public and nonpublic schools serving students in kindergarten through twelfth grade, excluding homeschools. Importantly, the contents of these key boxes are explicitly excluded from public record requirements under the Colorado Open Records Act, and employees involved in their installation and use are granted immunity from civil liability unless they acted with gross negligence or bad faith. The bill also allows for the use of funds from the School Security Disbursement Program to pay for these key boxes and provides an exemption for schools that already have a compliant key box or an alternative plan for emergency access, or if they applied for but did not receive funds from the School Security Disbursement Program for this purpose.
