This bill authorizes the Division of Capital Asset Management and Maintenance (DCAMM), a state agency responsible for managing state-owned property, to transfer two specific parcels of land that were formerly part of the Lancaster Industrial School for Girls. These parcels are located in the towns of Bolton and Lancaster. The bill first outlines a process for the town of Bolton to acquire these parcels for general municipal purposes, with the condition that if the land is no longer used for these purposes, it will revert to the state; the town must also pay the fair market value, determined by an independent appraisal reviewed by the Inspector General, a state watchdog agency. If Bolton does not complete the purchase within 180 days, DCAMM can sell, lease, or otherwise transfer the land through a competitive bidding process, with the state having no liability for the condition of the land. The bill also allows for the conveyance of a portion of the former school property to the town of Lancaster, the town of Bolton, or a municipal utility serving either town for well or wellhead protection purposes, potentially for nominal consideration if deemed necessary for housing development.
