This bill establishes criteria for designating Level II trauma centers in areas with limited access to trauma care, expedites the review process for adding skilled nursing facility beds in qualifying retirement communities with certain limitations, and allows specialty children's hospitals to provide obstetrical services under specific conditions, particularly for high-risk pregnancies. It also mandates that individual or group insurance policies and health maintenance organization (HMO) contracts that cover cancer treatment medications must provide equal coverage for orally administered cancer treatment medications, meaning patients won't face higher out-of-pocket costs for pills compared to IV or injected drugs, with a limited exception if the IV/injected drug costs are already very low. Finally, the bill appropriates funds to the Department of Health (DOH) for the administration of the prescription drug monitoring program.
