This bill authorizes the city of Salem to issue one additional license for the sale of all alcoholic beverages that are to be consumed on the premises, specifically to Cinemaworld of Florida, Inc., for a location at 355-373 Highland Avenue. This special license is granted notwithstanding certain existing laws, particularly section 17 of chapter 138 of the General Laws, which typically governs alcoholic beverage licenses. The bill clarifies that this license cannot be transferred to another location and can only be granted at the specified address if the applicant demonstrates good standing with the departments of revenue and unemployment assistance regarding taxes, fees, and contributions. If the license is no longer in use, it will be returned to the city's licensing authority, which can then grant it to a new applicant at the same location under the same conditions. The bill also outlines provisions for the fee charged for this new license, allowing for payment arrangements and specifying that if the fee exceeds the renewal cost for a similar license, it must be deposited into a special economic development account for Salem and used for purposes consistent with that account.
