This bill allows the town of Stoughton to issue up to six additional licenses for establishments to sell alcoholic beverages for consumption on-site, specifically within the town's central business district as defined by its zoning map from May 1, 2014. These licenses will be clearly marked as "Central Business District Only" and will be subject to the town's licensing authority's conditions and all of chapter 138 of the General Laws, except for section 17, which typically governs license transfers. Crucially, these new licenses are non-transferable, meaning they cannot be sold or moved to another person, business entity, or location. If a license is canceled, revoked, or no longer used, it will be returned to the licensing authority, who can then issue it to a new applicant for use within the central business district under the same terms.
