This bill authorizes and directs the registrar, the state official responsible for motor vehicle registration, to create and implement a new license plate system for the Commonwealth within five years, aiming to improve visibility and recognition through advanced technology and design. The redesigned plates will feature easily recognizable symbols, each with a unique three-character alpha-numeric reference, and will use fewer standard characters, reducing the total to four. The system will also accommodate existing special and low-number plates, and allow for specialized symbols provided by charities, which will require an additional fee. To oversee this process, a new eight-member board will be established, including representatives from various state agencies and law enforcement associations, to approve the design, develop implementation protocols, and create training for public safety officers on using the new plates. A special fund, the License Plate Symbol Revenue Fund, will be created to support the implementation of the program and distribute funds for charitable purposes associated with specialized symbols. The registrar will also consult with national and state agencies to assess the feasibility of the new system and report findings to legislative committees. The new license plate system and the revenue fund will take effect ninety days after the registrar files this feasibility analysis.
