This bill requires that if a government entity (an "awarding authority") decides to mandate a project labor agreement (PLA) for a construction project, they must, within sixty days of that decision, submit a report to the inspector general. A PLA is a pre-hire collective bargaining agreement between a project owner and construction unions that sets terms and conditions for all workers on a specific project. The report must justify why the project's size, duration, timing, and complexity necessitate a PLA, and it must also include a comparative analysis detailing the benefits that led to the decision to require a PLA, as well as any increased costs or negative impacts that the PLA might cause.
