Each city/county/district is required to develop a plan on how to improve water, wastewater, and storm-water services for areas lacking adequate service, in coordination with their respective LAFCO. The LAFCO is authorized to reorganize the districts (by merging, forming or dissolving) in order to achieve these goals, and annexations and sphere of influence expansion are limited until such plans are in place.

The bill would add a section establishing a statutory exemption for acquisition, sale, or other transfer by a public agency for the purposes of conservation of natural/historic resources. The exemption extends to the granting/acceptance of funding by a public agency for this purpose. This section applies if the public agency conditions the funding or the acquisition, sale, or other transfer of the property on compliance with CEQA before making any physical change to the transferred property.

Landlords may not increase rent more than 5% plus the percentage change in the cost of living. Landlords may not terminate the lease to avoid this rent cap (the landlord must have "just cause" for eviction, as would be provided in AB1481). Applies to all rent increases made after March 15th, 2019.

Prohibits the use of second-generation anticoagulant rodenticides (SGARs) in California and first-generation anticoagulant rodenticides (FGARs) on state-owned property. SGARs are highly potent rodenticides which bioaccumulate in the food chain and have contaminated many of California's predator species such as mountain lions and Cooper's hawks. There are currently exemptions for agriculture in warehouses, factories, and breweries/wineries and for any public health concerns.

Permits a city or county to develop a provisional license procedure for business license renewals that provides businesses 3 months to comply with these provisions and require the city or county to confirm that the information submitted to demonstrate compliance is valid and corresponds to the business requesting the initial business license or renewal, and to transfer that information to the SWRCB.

This bill would prohibit a transferor of water from using a water conveyance facility that has unused capacity to transfer water from a groundwater basin underlying desert lands that is in the vicinity of specified federal lands or state lands to outside of the groundwater basin unless the State Lands Commission and Department of Fish and Wildlife find that the transfer of the water will not adversely affect the natural or cultural resources of those federal and state lands.
