It defines "Mechanical Vehicle Data" as any telematics data in a vehicle related to its diagnosis, repair, or maintenance, and "Telematic System" as any system in a vehicle that collects and stores information generated by the vehicle's operation and transfers that information electronically. 2. It requires manufacturers to provide vehicle owners and independent repair facilities with standardized and open access to the vehicle's on-board diagnostic systems, without requiring any authorization from the manufacturer, unless such authorization is standardized across all makes and models sold in the Commonwealth. 3. It empowers the Attorney General to prohibit the sale of new motor vehicles in the Commonwealth if a manufacturer fails to comply with the requirements of the act.
