This bill, known as the "Patients' Right to Know Act," aims to ensure that patients in Colorado are provided with complete information about the health care services available to them, including any services that health care facilities may refuse to provide for nonmedical reasons. Requiring health care facilities, such as hospitals, community clinics, and emergency departments, to submit a "Service Availability Form" to the Department of Public Health and Environment (CDPHE), identifying which reproductive health, LGBTQ health, and end-of-life health care services they do and do not provide or significantly restrict. 2. Mandating that health care facilities provide the Service Availability Form to patients during scheduling for the aforementioned services and when privacy requirements are provided, as well as make the form available upon request. 3. Empowering the CDPHE to maintain a public-facing website with the Service Availability Forms submitted by each health care facility. 4. Imposing a penalty of up to $1,000 per day on health care facilities that fail to comply with the bill's requirements. The bill also clarifies that it does not authorize the denial of care or discrimination, and that it does not limit any existing legal causes of action or remedies against health care facilities, providers, or organizations.
