This bill establishes a 3-year moratorium on installing or reinstalling synthetic turf in parks, outdoor playing fields, athletic fields, indoor athletic facilities, and similar venues. The bill directs the Department of Environmental Protection (DEP) to conduct a comprehensive study examining the potential public health, environmental, and climate impact risks of synthetic turf compared to natural turf. The DEP is required to hold at least three public hearings, consult with environmental and public health specialists, and develop recommendations about the appropriate and inappropriate uses of synthetic turf. By November 4, 2026, the department must submit a detailed report to the 133rd Legislature in 2027, which will include its findings, recommendations, and potential suggested legislation. The bill also mandates that the DEP conduct an outreach program to inform local governments, civic organizations, schools, and the public about the study's findings. For the purposes of the bill, synthetic turf is defined as ground cover made from plastic-based synthetic fibers that resembles grass and is used as a surface in various recreational and athletic settings.
