AI Summary

This bill supports Maine's hospitality sector by creating a new legal framework for vendors to operate on the premises of establishments with liquor licenses. The legislation defines three types of vendors: licensed vendors (those with food service licenses), unlicensed vendors, and host licensees (establishments with liquor and food service licenses). Under the new law, vendors can operate on a host licensee's premises with specific conditions: unlicensed vendors must have their food preparation overseen by the host licensee, while licensed vendors are responsible for their own compliance with food safety rules. Vendors may serve alcoholic beverages only if the beverages are supplied by the host licensee and a licensed employee is present. Vendor employees who serve alcohol must provide an affidavit confirming they have not been convicted of certain liquor law violations. The host licensee is responsible for maintaining records of vendor operations for at least one year and will be held liable for any liquor law violations committed by vendors on their premises, potentially risking license suspension or revocation. The bill is designed as an emergency measure to support Maine's tourism industry and hospitality businesses by providing more flexible operating conditions during the crucial tourism season.
