AI Summary
This bill institutes comprehensive testing and tracking requirements for medical use cannabis and cannabis products, similar to those already in place for adult use cannabis. The bill establishes a mandatory testing program requiring dispensaries, caregivers, and their assistants to submit cannabis products to testing facilities to ensure they do not exceed maximum allowable contamination levels and are correctly labeled. The testing must cover a wide range of potential contaminants, including residual solvents, harmful chemicals, microbes, pesticides, and PFAS, as well as verify THC potency and cannabinoid profiles. The bill also creates a tracking system to monitor cannabis plants and products from cultivation to point of sale, allowing for both individual and group tracking. Additionally, the bill requires that a portion of adult use cannabis sales and excise tax must be used to fund public health and safety campaigns related to medical cannabis, and mandates that edible cannabis products like gummies must be blister packaged. Lastly, the bill establishes a 13-member Study Group to examine youth cannabis consumption, which will investigate data availability, health impacts, and develop strategies to address cannabis use among individuals under 21 years old, with a required report to be submitted by December 3, 2025.
