AI Summary

This bill creates a new neighborhood roads fund in Michigan's state treasury and modifies existing provisions for a movable bridge fund, establishing detailed rules for how the funds will be distributed across various transportation-related purposes. For the movable bridge fund, the bill allows the state transportation department to contract with local jurisdictions for bridge operations, requires annual submission of operational procedures and costs by bridge owners, and mandates that fund money be distributed to cover operational expenses of publicly owned movable bridges. The neighborhood roads fund, which will be active from fiscal year 2026 to 2030, stipulates complex allocation methods including $100 million for critical bridge repairs, $40 million for local grade separation, and the remainder divided among public transportation services, county and city road commissions, and the state trunk line fund. The bill also creates an infrastructure projects authority fund within the neighborhood roads fund, which can provide supplemental operating grants and make qualified infrastructure mobility investments, prioritizing projects that connect population centers, enhance transportation accessibility, and demonstrate regional support and financial sustainability. The bill will only take effect if several companion bills are also enacted into law.
