Bill Summary

Under current law, a person who has been convicted of certain sex offenses, found not guilty by reason of mental disease or defect of certain sex offenses, or found to be a sexually violent person must register with the Department of Corrections as a sex offender, and certain of these registrants are tracked using a global positioning system monitored by DOC. Current law requires all registrants to provide an address. Under this bill, if a registrant is unable to provide an address, the registrant must be tracked using a GPS system monitored by DOC.

AI Summary

This bill modifies Wisconsin law to address situations where registered sex offenders on parole or extended supervision cannot provide a physical address. Under the proposed changes, if such an individual becomes unable to provide an address, they must notify the Department of Corrections (DOC) within 24 hours of becoming address-less. Additionally, the bill requires the DOC to implement passive positioning system tracking (GPS) for sex offenders who are subject to registration requirements but not currently being tracked, when they cannot provide a residential address. This ensures continued monitoring of sex offenders even when they lack a stable living situation, which helps law enforcement maintain oversight and public safety. The bill amends existing statutes to explicitly outline the notification requirements and tracking procedures for these specific circumstances, providing a clear protocol for managing sex offenders who might otherwise fall through administrative gaps.
