This bill mandates that all public schools must have automated external defibrillators (AEDs) on their premises and ensure that trained AED providers are available, with the provisions of Chapter 112, Section 12V½ of the General Laws applying to any actions taken under this new section. Specifically, it requires schools, as defined by Chapter 32, Section 1, to provide and maintain adequate AED equipment in each instructional facility, with the quantity and type determined by the commissioner of education in consultation with the commissioner of health. Furthermore, when school facilities are used for school-sponsored events or activities, or when a school-sponsored athletic contest is held at any location, school officials must ensure at least one staff member trained in AED operation is present; if a competitive athletic event occurs off-site, school officials must ensure an AED is provided at that location. Public school facilities and staff operating under these provisions will be considered "public access defibrillation providers," subject to the requirements and limitations of Chapter 112, Section 12V½, and any individual who voluntarily provides emergency medical assistance using an AED made available under this bill, without expectation of payment, will only be liable as outlined in Chapter 112, Section 12V.
