This bill mandates that licensed car dealers and repair businesses in the Commonwealth must provide consumers with a summary of a specific rule from the Department of Transportation's National Highway Traffic Safety Administration (NHTSA), along with a request form, when a vehicle is purchased, leased, or rented, or at the time of the first check-up. This summary will inform vehicle owners that they can have an air bag on-off switch installed for one or both air bags if they or their vehicle's users belong to certain risk groups. These groups include individuals with medical conditions where a deploying air bag poses a greater risk than not having one, those who cannot position themselves at least ten inches from the steering wheel's air bag cover, individuals needing to transport an infant in a rear-facing child restraint in the front seat due to limitations with the rear seat or the need for constant monitoring, and those who need to transport children between one and twelve years old in the front seat because of insufficient rear seating or the necessity of constant supervision. The businesses must obtain written certification from the consumer confirming they received this information.
