This bill authorizes the town of Canton to issue two additional licenses for the sale of alcoholic beverages, specifically for establishments where the alcohol will not be consumed on the premises, such as liquor stores or package stores. These new licenses can be for the sale of all alcoholic beverages or just wine and malt beverages, and they will be subject to the same conditions and fees as existing licenses under section 15 of chapter 138 of the General Laws. The bill also clarifies that these new licenses cannot be transferred to a different location, but a new applicant can receive a license for the same location if they demonstrate the business is in good standing with the department of revenue and the department of unemployment assistance, meaning all taxes and contributions are paid. If a license granted under this act is no longer in use, it must be returned to the licensing authority, who can then grant it to a new applicant at the same location under the same rules. Furthermore, the bill allows the town of Canton's licensing authority to cancel or revoke any alcoholic beverage license, whether issued under this act or not, if it has been inactive for six months and is not serving the public. This act will become law immediately upon its passage.
