This bill aims to streamline the process for installing and permitting low-voltage alarm systems, which are defined as projects involving the installation, maintenance, inspection, replacement, or service of alarm systems and related equipment like home automation devices, smoke detectors, and cameras, as outlined in the National Electrical Code (NFPA 70). Importantly, wireless alarm systems, which are not hardwired, will no longer require a permit for installation, maintenance, inspection, replacement, or service. For other low-voltage alarm system projects requiring a permit, local authorities must provide uniform basic permit labels for contractors at a maximum cost of $55 per project per unit, and contractors will only need to provide basic identification and proof of their registration or certification to obtain these labels. Contractors will be required to post a permit label before starting work and submit a completed project notice to the local enforcement agency within 14 days of completion, though they are not required to notify the agency before beginning work. Local governments are prohibited from creating additional or inconsistent permit requirements for these systems, and inspections may still occur to ensure compliance with codes. This bill also includes a temporary provision allowing local agencies that previously charged more than $55 for a permit label to continue doing so until January 1, 2017, with specific limits for those charging over $175.
