This bill: - Sunsets the functions of the Colorado Broadband Office in administering the Broadband Deployment Grant Program on September 1, 2030. - Establishes a new Broadband Deployment Grant Program within the Broadband Office, to be funded through the High Cost Support Mechanism (HCSM), a state program that provides financial assistance for broadband deployment in unserved and underserved areas. - Requires the Broadband Office to establish grant program criteria and guidelines by December 31, 2024, including funding priorities for middle mile infrastructure and other broadband needs. - Allows the Broadband Office to use up to 5% of HCSM funds allocated for broadband deployment to cover its administrative costs for the grant program. - Requires the Broadband Office to submit annual reports on the grant program and HCSM expenditures. - Makes various other changes related to the administration and oversight of broadband deployment efforts in Colorado.
