Bill Summary
This bill requires the Department of Health Services to seek approval from the federal Department of Health and Human Services to extend until the last day of the month in which the 365th day after the last day of the pregnancy falls Medical Assistance benefits to women who are eligible for those benefits when pregnant. Currently, postpartum women are eligible for Medical Assistance benefits until the last day of the month in which the 60th day after the last day of the pregnancy falls. 2021 Wisconsin Act 58 required DHS to seek approval from the federal Department of Health and Human Services to extend these postpartum Medical Assistance benefits until the last day of the month in which the 90th day after the last day of the pregnancy falls. On June 3, 2022, DHS filed a Section 1115 Demonstration Waiver application with the federal Centers for Medicare & Medicaid Services to extend postpartum coverage for eligible Medical Assistance recipients, as required by 2021 Wisconsin Act 58. The Medical Assistance program is a joint federal and state program that provides health services to individuals who have limited financial resources. AI Summary
This bill proposes to extend Medical Assistance (Medicaid) eligibility for postpartum women from 60 days to 365 days after pregnancy, contingent upon federal government approval. Currently, women are eligible for medical benefits during pregnancy and for 60 days postpartum, but this bill would lengthen that coverage to a full year. The bill amends multiple sections of Wisconsin state statutes to modify language around eligibility periods, specifically replacing references to "90th day" with "365th day" in several provisions related to Medical Assistance. The proposed change aims to provide more comprehensive healthcare coverage for women during the critical postpartum period, which is a time of significant physical and emotional transition. Medical Assistance is a joint federal and state program that provides health services to individuals with limited financial resources, and this extension would help ensure continued medical support for new mothers during the first year after giving birth. The bill builds upon previous legislation (2021 Wisconsin Act 58) that initially sought to extend postpartum coverage, and follows the Wisconsin Department of Health Services' June 2022 application for a federal waiver to implement extended coverage.
