AI Summary

This bill clarifies regulations for all-terrain vehicles (ATVs) and utility terrain vehicles (UTVs) with out-of-state registrations in Wisconsin. The legislation introduces a new definition for "hybrid trails" as combined ATV trails and routes that allow both ATVs and motor vehicles to share the same linear surface, typically used to connect different ATV trails or services. The bill stipulates that out-of-state vehicles meeting Wisconsin's definitions of ATVs or UTVs will be treated as such and subject to the same legal requirements, regardless of their original registration classification. Conversely, vehicles from out-of-state that do not meet Wisconsin's ATV or UTV definitions will not be considered ATVs or UTVs and will not be eligible for nonresident trail passes. Additionally, the bill modifies the definition of "public all-terrain vehicle corridor" to include ATV routes and hybrid trails, and amends the definition of "vehicle" to specify that UTVs are not considered vehicles except for purposes explicitly defined by statute. These changes aim to standardize ATV and UTV regulations and provide clearer guidelines for out-of-state vehicle use on Wisconsin trails.
