This bill allows the town of Stoneham's licensing authority to issue one license for the sale of all alcoholic beverages or one license for the sale of only wines and malt beverages to be consumed on the premises, specifically for theaters within Stoneham that have at least 300 seats. This is an exception to existing law, which is referred to as "chapter 138 of the General Laws," and specifically overrides "section 17" of that chapter. The bill clarifies that these licenses cannot be moved to a different location, but a new applicant can receive a license for the same location if they prove they are current on all taxes and fees with the department of revenue and the department of unemployment assistance. If a license is no longer in use, it must be returned to the licensing authority, who can then issue it to a new applicant at that same location under the same rules. This act takes effect immediately upon its approval.
