Bill Summary

To extend the deadline for commencement of construction of a hydroelectric project. (Sec. 1) This bill authorizes the Federal Energy Regulatory Commission (FERC) to extend by six years the time period during which Wilkesboro Hydroelectric Company is required to commence construction on the W. Kerr Scott Hydropower Project located on the Yadkin River in Wilkes County, North Carolina. In addition, FERC is authorized to reinstate the construction license if it is expired.

AI Summary

This bill allows the Federal Energy Regulatory Commission (FERC), an independent agency that regulates the interstate transmission of electricity, to grant extensions for the start of construction on hydroelectric projects. Specifically, it permits FERC to extend the deadline for commencing construction by up to six years, in three consecutive two-year periods, for any project license that is still valid or has expired. This extension is contingent on the licensee demonstrating good faith, due diligence, and that the extension is in the public interest, following FERC's established procedures. Furthermore, if a project's construction deadline has already passed before this bill becomes law, FERC is directed to reinstate the license as if it had never expired, with the first extension taking effect immediately upon reinstatement.
