Bill Summary

To extend the deadline for commencement of construction of a hydroelectric project. (Sec. 1) This bill authorizes the Federal Energy Regulatory Commission (FERC) to extend by six years the time period during which Fairlawn Hydroelectric Company is required to commence construction on the Jennings Randolph Hydroelectric Project located on the North Branch of the Potomac River in Garrett County, Maryland, and Mineral County, West Virginia. In addition, FERC is authorized to reinstate the construction license if it is expired.

AI Summary

This bill allows the Federal Energy Regulatory Commission (FERC), a government agency that regulates the interstate transmission of electricity, natural gas, and oil, to grant extensions for the start of construction on hydroelectric projects. Specifically, it permits FERC to extend the construction deadline for the Jennings Randolph Hydroelectric Project by up to six years, in three consecutive two-year periods, provided the project's licensee acts in good faith, with due diligence, and in the public interest, as required by the Federal Power Act. The bill also allows FERC to reinstate construction licenses that have already expired, with the first extension taking effect from the original expiration date, and clarifies that annual charges for the project will only begin after the construction commencement period, as extended, concludes.
