This bill authorizes the City of Salem to convert certain seasonal liquor licenses, which are temporary, into annual licenses, which are permanent, and to grant additional licenses for establishments to sell alcoholic beverages for consumption on-site. Specifically, it allows for one new license for the sale of all alcoholic beverages to be drunk on the premises for ZXE, LLC, d/b/a Merchant Hotel, and another new license for the sale of wine and malt beverages to be drunk on the premises for Brew on the Grid Salem, LLC, d/b/a Brew on the Grid. Additionally, it permits the conversion of a seasonal license held by Salem BC, LLC, d/b/a Bonchon, to an annual license for the sale of all alcoholic beverages to be drunk on the premises, and waives the requirement for notifying neighbors when converting a seasonal wine and malt license to an annual one. The bill also outlines conditions for transferring these licenses, stating they cannot be moved to a different location but can be granted to a new applicant at the same location if the business is in good standing with state tax and unemployment departments. Any fees collected above the standard renewal cost for these new or converted licenses will be deposited into Salem's economic development fund.
