This bill allows a municipally owned utility, which is a city- or town-owned electric company, to submit an updated clean energy plan if they've faced challenges meeting previous emission reduction goals, provided this plan is approved by their governing body and demonstrates an eighty percent reduction in greenhouse gas emissions from their Colorado retail electricity sales compared to 2005 levels, to be achieved by December 31, 2032, or sooner if possible. The updated plan must include specific details about generation and transmission resources, and the utility must annually report its progress and emission reductions to the state and make this information public, while also ceasing to burn coal at any of its owned or operated coal-fired generating units by December 31, 2032. Furthermore, the governing body of such a utility will seek to achieve a ninety-five percent reduction in greenhouse gas emissions by December 31, 2039, and to reduce any cumulative emissions between achieving the eighty percent reduction and December 31, 2035, all while maintaining electric reliability standards.
