The assessments must analyze existing and future housing needs and categorize them by household size, type, and income level.
- Requires local governments to conduct and publish local housing needs assessments by December 31, 2026, with some exceptions for smaller or declining population jurisdictions. The local assessments must be updated every six years.
- Requires local governments to develop housing action plans by January 1, 2028, and every six years thereafter, that address the findings of their housing needs assessments and outline strategies to address housing needs.
- Establishes requirements for the content of the housing action plans, including the adoption of at least two strategies from a "standard affordability strategies directory" and one strategy from a "long-term affordability strategies directory" developed by the Department.
- Requires counties and municipalities to include water supply and strategic growth elements in their master plans, and provides exceptions for smaller or declining population jurisdictions.
- Creates a housing needs planning technical assistance fund to provide funding and support to local governments for these housing planning requirements.
- Prohibits homeowner associations from restricting the construction of accessory dwelling units or middle housing if the local zoning allows such uses.
