This bill requires the State Auditor to conduct performance audits of two specific state agencies: the Air Pollution Control Division and the Division of Unemployment Insurance. For the Air Pollution Control Division, performance audits will be conducted in 2026 and 2031, while the Division of Unemployment Insurance will be audited in 2027 and 2032. The audits are designed to comprehensively evaluate each division's effectiveness and efficiency in fulfilling their statutory obligations. Specifically, the audits will assess whether the divisions comply with their statutory purposes, examine the impact of their processes on stakeholder access to program benefits, evaluate their funding and staffing levels, and determine whether additional resource requests from the General Assembly have impacted program implementation. The State Auditor is required to submit written reports about these performance audits to the Legislative Audit Committee upon completion. The bill also stipulates that the audits should not review rules that are not yet finalized but may consider proposed changes to current rules. The act will take effect after the standard ninety-day period following the final adjournment of the general assembly, with a provision for potential referendum.
