CONCERNING STATE-FUNDED PROGRAMS FOR FIRST RESPONDERS THROUGH MULTIPLE EMPLOYER HEALTH BENEFIT TRUSTS, AND, IN CONNECTION THEREWITH, MAKING AN APPROPRIATION.
