From the fiscal note it looks like local governments could stop a mineral rights owner from seeking a pooling arrangement to extract his minerals if it is inside the jurisdiction of the government. This provides another weapon of government against oil and gas industry. Oil, natural gas, and coal provide reliable, efficient, affordable, and abundant power sources for everyday Coloradans.
